Robert Jervis, Adlai E. Stevenson Professor of International Politics in the Department of Political Science and a Member of the Saltzman Institute, gave an interview recently to the online news service GlobalPost. The interview covered the recent non-binding resolution from the UN General Assembly rebuking the Security Council for having failed to end the conflict in Syria, which Dr. Jervis called “unusual.” With regard to the ultimate outcome of the strife in Syria, Dr. Jervis had little optimism: “Alas, the history of civil wars leads me to doubt a negotiated settlement…the conflict of interest, suspicions, and difficulties in enforcing any agreements are obvious.”
