Director of the Saltzman Institute Richard Betts has published an article in the latest issue of Foreign Affairs. The piece, “The Lost Logic of Deterrence”, reviews the strategies employed to contain the Soviet Union during the Cold War and how they are being (mis)applied in current American foreign policy. Dr. Betts, whose recently published American Force (Columbia University Press, 2011) covers similar issues relating to US policy, argues that deterrence is being misapplied today: it is no longer necessary in Russia, it should be used more strongly against Iran, and it should be used with more certainty against China.
