A paper co-written by Dr. Kenneth Waltz, a Senior Research Scholar at the Saltzman Institute and a member of the Saltzman Institute, and Mira Rapp-Hooper, a Ph.D. candidate in the department of political science, Columbia University, was published yesterday on the Atlantic‘s website. The article, entitled “What Kim Jong-Il Learned from Qaddafi’s Fall: Never Disarm,” argues that the failure of the Libyan dictator to weather the storm of the Arab Spring rebellions will make Kim Jong-Il think twice about nuclear disarmament. The issue is especially pressing, as officials from the U.S. and North Korea have been meeting today and yesterday over whether to resume six-party talks to negotiate an end to the autocratic state’s nuclear program.
