The Council on Foreign Relations has published a new article on SIWPS Director Richard Betts’s latest book, American Force: Dangers, Delusions and Dilemmas in National Security. The article points out that Obama’s latest call for a “smaller, more agile” military force aligns with Dr. Betts’s prescription to use an “all-in or stay out” policy, with the military being committed in a strong way to only a few conflicts. The article goes on to discuss Betts’s predictions for a rising China and Russia: the former would be more of a challenge than the latter, but “[t]he worst outcome for U.S. interests would be a solid, anti-Western alliance between Russia and China.”
