Alexander Cooley, a member of the Saltzman Institute and the Tow Professor for Political Science at Barnard College, has published an opinion article in the New York Times on the Shanghai Cooperation Organization (SCO). The piece, “In Central Asia, Public Cooperation and Private Rivalry,” notes that the differences between SCO nations’ interests limits the organization’s ability to cooperate on issues lke the development of Afghanistan and admission of new members.
