Jeanne-Louise Roellinger is currently pursuing a PhD in Political Science at CERI under the supervision of Ariel Colonomos. Her dissertation project examines how states engage with uncertainty in cyberspace and the role of national technical communities in producing knowledge about cybersecurity. She is a graduate of Sciences Po, where she completed a research master’s degree in Political Science with a specialization in International Relations, as well as a bachelor’s degree majoring in Politics and Government. Her previous work focuses on the negotiation of cyber norms, cyber diplomacy, and expert negotiations at the United Nations. She was a visiting fellow at the Hague Program on International Cyber Security in the fall of 2024 and a visiting scholar at Columbia University’s Saltzman Institute of War and Peace Studies in the fall of 2025 as part of the doctoral mobility grant under the Alliance program between Sciences Po and Columbia.
